MISSION

The mission of the organization is to improve the quality of life of Pacific Islanders through training and education, skills-building and certification.  Leadership, staff and associates of the PYCD direct and oversee a regional workforce development initiative that is designed to increase the behavioral health professional and paraprofessional workforce.  Specifically, PYCD has been actively involved in reviewing and adapting substance abuse prevention programs from Native Hawaiian and Native American communities to effectively operationalize in American Samoa building on the strengths and values of the Samoan culture. 

PYCD recognizes the value of community mobilization, community-level action planning and response to social issues affecting our community.  PYCD leverages the knowledge, skills and work experience of its board of directors and staff to connect service providers, individuals and organizations with professional expertise.  Its organizational mission and purpose is to build capacity of the local community.

As a community based nonprofit organization and lead applicant for this proposal, PYCD’s managing board of directors and executive staff possesses the working knowledge, experience and qualifications to apply for, receive and manage federal funds in compliance with federal rules and regulations outlined in OMB Circular A-122.

Pacific Youth and Community Development(PYCD)  is a community based nonprofit organization which focuses on building local capacity and workforce development in areas of health, behavioral health, education and technology.  It is governed by a five-member board who are native Pacific Islanders of Samoan ancestry.  Collectively the board members provide a rich background of expertise in education and training, criminal justice, public policy development, behavioral health services and information technology.
